flash player wont play on Google chrome

My version is 21.0.0.242,

I am trying to add a cricut die cut machine on my computer, it keeps saying that the programn needs flash player and my computer doesnt have it, but when I go to asdd the flash player it tells me I have it already....smh somebody help me what is going wrong and how can I fix it
