Flash Player wont work as non-admin

I have flash player 22.0.0.210 and it works for me as an admin but as a normal user it has issue with some websites.  Particularly anymeeting.com and an internal resource(admin site) that uses flash as a front end.  again as a user those are sites wont work or login but as admin they do.  I'm using Windows 7 pro x64, in  a vdi environment using redirected desktops.  have confirmed its not firewall/content filter, not IE as it reacts the same in Firefox.  Has any one had this same issue?
