flash pop up locked wont allow me to change it to local unlimited mouse works on sc

flash  popup  appears  as  soon as  i  load  program  it  is  suppose  to  be  local  unlimited  ,  but  no  response  on popup   ,  mkouse  moves  around  screen  ,  but  cant  accesss  program  below  it    whilst  popup  is  on screen  and  cant  load  program  without  it  appearing  6  other  computers  all  operating  correctly    with  local  unlimited  and  popup  can  be  accesed  with  out  problem  to  change  things  on  one  computer  has  this  problem think  need  tech  to  help  with  link
