Flash says it is installed until I close and reopen browser IE9

I am trying to get Flash reinstalled on my Windows 7 64 bit PC running IE 32 bit.

I have checked all the Settings and I am not disabling any java.

What happens is:

I click the link to install Flash,  I get the progress menu which says "complete", I click "Finish" and

my IE browser windows opens up with the Icon which says something to the effect that Flash has successfully installed.

I then close the browser and reopen the browser and go to the flash windod and it says "this content requires flash".

When I browse the plug-in's.  This is the only Java app I see.  I don't think this is the Flash plug-in.  Why is this not installing?
