Flash stops working until Reboot in Chrome and IE11 on Win8.1

I have been having the same problems with Flash using Chrome and I.E.  Everything is updated and still fails.  Have to restart the computer everytime to get it to work or restart the browsers, which this step sometimes fails.  I haven't had any issues up until now.

    Since your issue was distinct from the thread you originally posted to (Flash fails to launch intermittently in multiple browsers, but works after a reboot vs. Flash consistently fails to launch specifically in IE11), I've moved your post to a new thread so that we can give you some reasonable advice.

    That said, your issue is super weird.  Given that we have ~2.5 billion installs, I see pretty much everything that can and will fail, and you have something unique going on.  That generally hints at a problem underneath us.  I like weird, so I'm interested, but I don't have an answer off the top of my head.

    I'm trying to get down to what's unique about your scenario:

    • Is this a fresh install of Win8.1, or an upgrade install on an old WinXP/Win7/etc machine?
    • Are you using any off-brand anti-virus or software firewall products?  If so, what are they?
    • Are you using any ad-blocking, anti-tracking, video capture (save flash video to disk kind of stuff) or security browser plug-ins?  If so, what are they?
    • What is the behavior when Flash stops working?  Do you get black rectangles where the Flash content should be? Error messages? Something else?
    • Do you have any weird non-default browser settings?  You put it in paranoia mode, disabled javascript, blocked cookies, etc?
    • Are you in an enterprise network?
