so I have a question is adobe or the browsers dropping support?

and if its the browsers can I make a browser and add the flash plugin to it?

    Both Adobe and browser vendors are dropping support for Flash Player.

    It's not Adobe who decided to EOL Flash, but major browsers who decided to abandon PPAPI and NPAPI plugin concept for the profit of webassembly
