so I have a question is adobe or the browsers dropping support?
and if its the browsers can I make a browser and add the flash plugin to it?

Both Adobe and browser vendors are dropping support for Flash Player.
If your organization requires Flash Player beyond December 2020 your organization can contact with Adobe's distribution licensing partner, Harman, for a solution post-December 2020.
