Flash update get hung at 0% installation complete

This has happened before and I reported it then. The answer was a set of instuctionss to completely remove any trace of Flash manually and try again. It worked but the old incident instructions are not online. This happens a lot. Every so often I retry and on at least one occasion it just updated as normal. I have not been able to update Flassh for well over a year now. I run Windows 7.
