Flash will not "enable" in Windows 10 for Pandora or Napster

While trying to use Pandora or Napster streaming music, I get a warning that "Flash player needs to be installed". Flash player IS embedded in my Windows 10 system but when I "Test" I get an error saying the player is NOT activated. I follow the actions to "turn on" flash player, only to find that the player IS activated.  How do I get these music sites to recognize flash player???
