Flash will not install - Black Box on step 2

Running Windows 7 and IE11. New version of Flash will not install. I get a black box on step 2 and it doesn't continue.

I uninstall old flash and rebooted. Same error.

Loaded Flash from file I downloaded Same Error.

Ran with Admin rights. Same Error.
