Flash won't finish installing--slow connection may be its cause

There are no ad blockers or anything else preventing a proper complete install of Flash. The browser cache and all temp folders were cleared and yet I keep on getting a message that the installation process could not complete. In the plugins folder Flash is red since it is asking that it needs to update. And it is the update which will not complete.

I am thinking that maybe, just maybe, me being in China with a few firewalls in between you and I (China's not mine) may be part of this issue For example to come to this page from a link within here it took 37 seconds for this page to show up and an additional 45 seconds for it to complete loading.

Any suggestions?

OS: Windows 10

Browser Cyberfox latest

laptop: Dell JRLRD82

Antivirus: Bitdefender

You can try the offline installer posted at the bottom of the Installation problems | Flash Player | Windows 7 and earlier page, in the 'Still having problems' section.
