Flash Won't Launch/Initialize

We use an application at work to answer inbound calls.  When you click to answer it launches Flash.  The first time it does so, you get a pop-up asking to allow or deny.  Then you can answer calls.

This happens for everyone here but me.  My PC never presents that pop-up and I can't answer calls.  It won't work in any browser.

Is there a global setting somewhere that I am missing????
