FLV appearance - different between IE and Firefox

I have been creating a large number of FLV files, using the On2 VP6 plugin and have been testing the uploaded videos on different browsers, on different PC's (all XP). Much of the video is sports, high movement video for a 320x240 framesize, so I have been trying different compression settings to see how to make the motion appear as smooth as possible with little blockiness and a medium file size.

One thing I've noticed is that my videos appear to look great in Firefox (2.x) with the Adobe Flash Player 9.0 - very smooth! However, with the same Flash Player on the same PC (tried different PCs as well), the video just seems to be choppier under IE (6 or 7), especially for the high movement scenes - like its skipping some frames...

I've tried settings at each end of the spectrum, but it's always the same result... looks great in Firefox and slightly choppy in IE. Since the same video is playing in the same Adobe Flash Player 9 plugin, why would they visibly appear different?

Anyone have any ideas?

Thanks!!
