Force v24 exe install on Windows 10?

For the longest time I have been using the EXE versions of the flash ActiveX and plugin versions to push out flash updates to my clients.  Even though it's supposed to be integrated in Windows 10, the Microsoft updates are slow and unreliable, especially in a corporate environment.  I have been able to continue using the exe's to install the updates manually (using "install_flash_player_24_active_x.exe -install -au 2") with a set of custom scripts.

This worked fine through Flash v24.0.0.194.  However, when I just tried to update to v24.0.0.221 the ActiveX exe will not install.  It keeps erroring with exit code 1054.  I cannot find anything on this error code. FlashInstall.log shows:

=O====== M/24.0.0.221 2017-02-28+12-54-31.565 ========

0000 00001113 C:\WINDOWS\system32\config\systemprofile\AppData\Roaming\Macromedia\Flash Player\www.macromedia.com\bin\* 3

0001 00000010 "c:\windows\temp\Flash\flash.exe" -install -au 2

0002 00001036 Software\Macromedia\FlashPlayerActiveX/UninstallerPath 2

0003 00001054

=X====== M/24.0.0.221 2017-02-28+12-54-31.723 ========

I could be completely wrong, but I was assuming they may have put something extra in to prevent installation on Windows 10 machines as I know it would refuse to install via the GUI for awhile now.

    Hi,

    There was a bug in the EXE installer that in that it was installing[0] when run silently.This bug was fixed in 24.0.0.221.  The only supported way to install Flash Player ActiveX for IE on Windows 8 and above (including Server 2012 and above) is to update it via Windows Update.  1054 error is this error - do not support Windows 8 and above.

    [0] Microsoft embeds Flash Player ActiveX and above on Windows 8 and above and they lock the file system files and registry entries relating to Flash Player.  While the EXE may have run in silent mode, the EXE would have registered the control if you unlocked the pertinent file system files and registry items, otherwise the system would have continued to use the embedded version.

    Can you "unfix" that?  Silent installs on windows 8/10 were working fine.  Often the Microsoft Updates fail to install, aren't pushed out quick enough, or the clients themselves aren't turned on frequently enough to get the updates in a timely manner.  Is there any way to override this "fix?"

    Sorry, unfortunately it was a bug on Windows 10 and has been fixed. There is no way to override it.  The only supported way is to have Windows Updates install it.  If Windows Updates isn't functioning correctly I would recommend contacting Microsoft so they can fix the issue on their end and have the update install correctly.
