Getting need updating messages, but 22 will not install

I have a screen shot of the log, uninstalled 21 and installed 22, but fails repeatedly

    OS 10.11.5

    Safari 9.1.1

    Flash Player 21 works, but gives "Your Flash Player Isn't Up To Date"

    Installing 22 goes directly into an uninstall, then I can download 22, and it begins to install, but quits suddenly. I have the install log for the process I went through in a file, and had seen a video explaining there was another file needed to be sent to support, but can't get back to the video to make sure I find the right file.
