If you've successfully installed Flash Player (no errors during installation), it's most likely the browser's click-to-play feature blocking Flash, or in the case of Chrome, their Site Engagement Index score blocking Flash.  Google uses an algorithm to determine the number of times a site is visited and if the score is high it displays Flash by default, if it's low, it'll block Flash.  Clearing browser history/cache/etc will affect he SEI. For, see Adobe Flash isn't working - Chrome Help  for information on enabling Flash Player.

Also Chrome uses the PPAPI plugin, which Opera also uses.  Firefox/Safari use the NPAPI plugin, and Internet Explorer/Edge use the ActiveX Control. If you use various browsers you'll need to ensure you have the correct plugin installed and that it's enabled.
