All browsers disable Flash by default.  They rely on the content's Flash detection scripts to determine if the content requires Flash.  If the browser detects the content requires Flash, the browser prompts the user to enable/allow Flash.  If the browser can't detect the content requires Flash, it's not able to prompt the user to enable/allow Flash.

If you're not being prompted to enable/allow Flash, see Google's help document https://support.google.com/chrome/answer/6258784 for assistance.

    For other browsers, see https://helpx.adobe.com/flash-player.html

Note that all browsers will completely remove access to Flash at the end of 2020, when Flash is end-of-lifed.
