Hang with Flash Player 11.4.402.278 on Win7 and Vista

To test my theory of installing Flash under the domain admin login, etc, I've just finished setting up a brand new HP ProBook 6465 for a customer, so used the time to test again.  I installed Flash while logged in as Domain Administrator, then logged in as the actual user that would be using the laptop (who's also a member of the local Administrator group), and once again accessing the Internet via IE9 was terrible, and even worse than I reported before.  This time the computer was running Windows 7 Pro rather then Vista Business.  It's fully patched with not much on it, except Office 2010 and Trend Worry Free Business Security AV (all crapware removed).  I restarted a few times to confirm the issue.  Logged in as the user, I uninstalled Flash, then tested Internet access again - no problem.  Then re-installed Flash from Adobe's site, still logged in as the user, and could then browse around with no problems at all.  In my opinion this is definitely an Adobe Flash installation issue - I've tested with two completely separate customers now, one running Vista (SBS 2008 Server) and the other Windows 7 (Windows 2003 Server).  Both do run Trend, but before the upgrade to Flash 11.4.402.278 this problem did not exist.  As I said before, more than one user logs into most computers I setup by way of roaming profiles, so I'm hoping that an user for which Flash has not been installed under doesn't have problems (I haven't had any reported yet).

I am also experiencing the same issue it's been going on since at least sept/oct as well for me and continues with each successive flash player update.  There is no way for me to install adobe as an admin on a computer and then login as a user (with standard user priviledges) on the computer and have IE run properly.  The only way for me to make it work is to literally have the user login on the computer and reinstall adobe flash player and use admin credentials during the installation process.

This happens even with brand new machines right out of the box, existing machines etc, it's every single pc in my office, at least 50.  All are windows 7 64bit machines.  It happens with IE8 as well.

Have you tried the troubleshooting steps here?

If so, please provide a copy of your installation logs.  Ideally, a set of logs for an unsuccessful installation and a successful installation would be particularly useful.

The original thread has become too long and convoluted to be useful.  I'm separating out the individual issues so that we can effectively track and follow up on them.
