Help. I Can't Get Flash Player Installed on Windows 7 32 bit. The subinacl permissions need to be corrected. How Do I Do This?

Help.  I Can't Get Flash Player Installed on Windows 7 32 bit.  The subinacl permissions need to be corrected.  How Do I Do This?  The error message says I do not have sufficient permissions to install flash player.  I have full administrative permissions.
