Help! I Cannot Download Adobe Flash Player!

My flash player stopped working a few days ago, and I went to the Adobe website to download the latest version of flash player. It says a yellow bar should appear, but it never does. So I clicked on "start download" since I have no yellow bar popping up. It says "internet explorer cannot download. Webpage not available or does not exist" or something along those lines. What do I do!?

Oh, and I could download Adobe Reader perfectly, its only flash player that isn't working.

    Try to download the offline installer http://fpdownload.macromedia.com/get/flashplayer/current/install_flash_player_ax.exe; save it to disk, close Internet Explorer, then run the downloaded installer.
