Hey, I am having difficulties (re)installing Adobe Flash

I previously had adobe flash player but, because of difficulties I tried to uninstall it and then reinstall it. I have made sure that my ActiveX filter is off and the shockwave flash player on. I try to reinstall it and it just diverts me back to a page that says I have it installed but, I just uninstalled it and it still says that I have it installed.
