Hi! Error message: Do not have sufficient permissions to download Adobe Flash

Have been trying for two hours now to download Adobe Flash Player, but to no avail.  I have tried these steps:

1.  Downloading and installing 3 or 4 times.

2.  Checked to make sure I have administrative rights and I do

3.  Uninstalled and then install

4.  Followed the tutorial on a clean install, made sure all remaining files were deleated, then tried running the install as an admin, still no can do
