How do I access global security settings panel in OFFline(stand alone) computer???

When I open flash player files(swf) in offline computer, warning sign (like picture below) pop up.

So I select "settings.." button, it goes this page(Adobe - Flash Player : Settings Manager - Global Security Settings panel)

But OFFLINE computer can't open it.

What can I do for this problem???

I don't want to see that warning sign again.
