How do I download flash player without purchasing creative cloud photography plan

If Flash Player is not really "free", please say so.  I've tried to download Flash Player 4 times and I cannot get beyond Step 3 of 3, where I have to pay $99.99 for the Creative Cloud Photography Plan.  I am not interested in purchasing this software.  If I don't want to purchase this plan, does this mean I'll never be able to use Flash Player, or can I download a prior version instead?

    Hi,

    Flash Player is completely free.  Step 3 is a completion dialog and the offer is completely optional.  If you've gotten this far then Flash Player should be installed on your system.

    Launch your browser and navigate to http://helpx.adobe.com/flash-player.html and click the Check Now button.  The widget will indicate what version you have installed and whether or not it's the latest version.
