"You don't"

That's putting it bluntly, but Android dropped all support for Flash more than eighteen months ago, and Adobe stopped releasing even security fixes for the "old versions" in September. There is, and will be, no Flash Player for Android from here on out.

Back in 2006, Apple released the first iPhone, which ran iOS. Steve Jobs was insistent that iOS be specifically incompatible with Flash because "Playing or viewing Flash content is processor consumptive and it drains batteries. It also reduces battery life in mobile devices." It took Android till 2012 to "jump on that bandwagon" but when they did it was for the same reason.

Android recommends using "Dolphin" or "Puffin" (both free in the GooglePlay store). They use "server side" rendering of Flash content to reduce theload on your Android device.
