How do I update/Install a new version of Adobe Flash Player?

Hello,

     Recently, something came up and I needed to update my Adobe Flash Player in order for me to have access to a certain Adobe Connect room. So, I go and I try to install Adobe Flash Player. But, when I do, it claims that I already have Adobe Flash Player on my Internet Explorer 11, and that I do not need to install it. So, I try to find out which version of Flash that I have. I have version 11.8.800.133. But, in order to gain access to the Adobe Connect room, I need at least version 13.0.0.0. So, I try to update it. But, every time I try to update it, it says there is no need to because I already have it installed on my Internet Explorer 11. I try to uninstall and reinstall, but it says I do not have permission to delete the files, and when I run the uninstaller, Flash is still on my PC. So, I cannot update it, uninstall it, or reinstall it, and I do not know what to do. I need it for my Internet Explorer 11, but I cannot get it to work for some reason. I really need help! I need this figured out by tomorrow, and I am out of ideas. I have a Windows 8.1 Desktop, and it is a 64 bit. If you need any other information I can give it to you, I just really need some help.
