how do I use allow/deny option in flash player to enable webcam

1. Right-click on Flash content and select 'Settings...' from the context-menu.
   
2. When the Settings Manager displays, click on the camera (right-most) icon
3. The list of available cameras will display.  Select a camera
   

If you don't see the 'Settings...' option the content developer has disabled this.

If the buttons aren't responding when you click on them, it's because our clickjacking [1] protection is kicking in.  This is typically specific to a specific monitor resolution and/or pixel density (and it's whack-a-mole -- we fix it for one case and we get another), or it gets triggered by moving pixels near the dialog (it's overlaid on a video that's playing, etc). 

You can go to Control Panel > Flash Player > Camera and Mic > Settings by Site > to see a list of the things that have recently requested camera/mic access and set them to always allow.  For Google Chrome, you can do the same thing, but you have to do it here:
