Flash Player does not require AIR.

AIR is a technology that allows Flash developers to make standalone desktop and mobile applications. Some desktop AIR applications (typically older ones) require the AIR shared runtime to operate, while others are packaged as self-contained applications with no external dependencies.

Hope that helps.
