Normal Flash Player release schedule is the second Tuesday of the month.

Yes.  That has been the release cadence for several years now.  Scheduled releases are the second Tuesday (Patch Tuesday) of every month.  Unscheduled releases (e.g. to address a 0-day vulnerability) can be released at any time.
