How to change Flash language/locale setting

Hi,

I am working with Flex Builder 3 creating an AIR application. When there is error,

such as null object reference below, the Flash Player 9 error dialog appears.

However, what I don't understand is that why the language displayed is in Chinese.

I have a Chinese language pack installed, but it is not the setting that I currently

used. Everything else in Windows appears in English correctly. How can I fix this?

OS: Windows XP service pack 2
