How to download Flash Player again?

I am trying to download Flash Player 11 Active X-11.6.602.180 again on my HP 64 Bit operating system with Windows 7 Home Premium & Internet Explorer It says Installation successful, I click FINISH & I get a message (UNABLE TO FIND LOCALE DATA FILES PLEASE RE-INSTALL), I try and the same thing.The Flash Player Icon is still on my program list..
