How to download offline flashplayer installer for 28.0.0.161

Hi team,

we have a non internet environment and would like to install adobe falsh offline, the current installer tries to connect to internet while running the executable. Please advice.

You can apply for Flash Player distribution license Adobe Flash Player Distribution | Adobe . You will get a reply from noreply@adobe.com having a pdf attached in the email. The pdf will contain a link to the page from where you can download the offline installers.
