How to enable Flash after reverting from Win 10 to Win7

I installed WIN 10, but gave up after many issues and reverted to WIN 7
(32 bit Home Premium), but now I cannot get Flash to work with Ie 11; it
worked before I made the journey to WIN 10 and back.

I used the Flash uninstall tool, and removed all other traces of it and
downloaded a new Flash and installed it. I checked the Ie "Manage
addons" which reports "Enabled", but "https://helpx.adobe.com/flash-
player.html" reports "Not installed or not enabled". I have checked that
Activex is disabled. I have tried with AVG disabled. No cigar.

What I need is some clever suggestions...
