How to fix Flash Player: "content blocked" "currently disabled" when it is turned on in settings?

So, what's up? Flash is a free program. It is not on my hard drive list with other programs such as Adobe: reader, distiller, etc.

I followed online instructions to unblock, and yet .... no Flash Drive accessibility.

Does anyone know about this?
