How to fix flash settings overlay?

in NPAPI Flash, be it in Chrome derivs still using it or in Firefox/Opera, settings and permission overlays are not responding once they appear. And FF recently started ignoring global setting perms, so I can't just preemptively add a site. Please help, this has been around for years. Win7-64, but same goes for 8 and 10 x64 I've been using over the years.

PERHAPS reimplement Settings as a set of submenus in context, and hook up a browser-driven perm dialog? This is especially annoying for games INSISTING on caching. I'm an end user, not a dev, you see...
