how to install flash player activex

i have a windows 8 32 bit os but my browser fails to play youtube videos.please help me ,it's very important to me.

    To the best of my knowledge, Internet Explorer 10 has Flash Player already embedded - you don't need to install it.  But make sure it's enabled.

    See if Flash Player is enabled.

    Open the following page: http://helpx.adobe.com/flash-player/kb/find-version-flash-player.html

    Go to Settings > Manage add-ons.

    Select Flash Player and click Enable.
