how to unblock blocked plug in?

When ever I want to see a video I get a message blocked plug in. I have downloaded flash player many times and nothing happens. Please help. Thank you.

Hi,

The blocked plugin message is from the browser and usually indicates that you have a previous version installed. To further assist, I need to know what OS you are using.
