I am in China and installed windows 10. Flash player says I have it turned off but I actually have it turned on.

While in China I installed Windows 10.  Flash player doesn't work.  It says I don't have it turned on.  I actually have it turned on and it doesn't work.

Can anyone tell me what to do?  I have already done what the pop up screen instructed to do many times to make sure I was doing as instructed.
