Try downloading the offline installer from http://helpx.adobe.com/content/help/en/flash-player/kb/installation-problems-flash-player-windows.html#main-pars_header instead.

Moving this discussion to the Installing Flash Player forum.  If it is possible to translate the screenshot you have posted with an english translation it may make it easier to figure out where your difficulty lies.
