I can't run a swf file

Hi, please I need help. I downloaded a swf file from a government website, it is a photo tool.The file need Flash player10 and Internet Explorer to run ok. I have Internet Explorer for Windows 10, Edge, and Abobe Flash Player 32.0.0.387 installed in my computer. I opened the swf but when I tried to load a file in the photo tool nothing happen.  Is this a problem with Flash player?

I got it. I had to add a trusted file location in the Global Security Setting Panel. Your welcome
