I Cannot Activate Shockwave Flash Object within Internet Explorer under Windows 8.1

When I access Tools, Manage add-on modules and check for Shackwave Flash Objet, the Enable button remain unaccessable. I tried to download FlashPlayer. The system tells me Flashplayer is Embedded within Windows 8.1, so I cannot dowenload it? What can I do?
