I cannot update Flash Player

Windows 7 (64-bit) I.E. Cannot up-date flash player, says I do not have permissions, need to be logged in as administrator. I am the only user of this computer, I am the administrator and am logged in as administrator. Don't know how to fix this.

Download the offline installer from http://helpx.adobe.com/flash-player/kb/installation-problems-flash-player-windows.html#main-pars_header and save it to disk, then right-click on the downloaded installer and select Run as Administrator.
