For those who've been off the planet since 2006...

There never has been and never will be a Flash Player for ANY iOS device (iPad, iPhone, iPod Touch)

Nothing has changed with regards to Flash Player support on iPad.  The alternative is to use a browser (such as Puffin) that renders Flash in the cloud.
