I have upgraded to Windows 10 with edge and it won't enable flash player

Evidently I have Windows 10 upgrade and the Flash player uses Edge. It says the flash player isn't enabled. When I follow the step by step instructions , the settings says it is enabled. I have tried to disable it, get out then enable it. Nothing works . Getting frustrated!
