I'm not able to install Flash debugger (22) for IE on Windows Server 2008 R2

Question

I'm not able to install Flash debugger (22) for IE on Windows server 2008 R2

When I attempt to do so, I receive the exception:

The installation encountered errors: Your Microsoft Internet Explorer browser includes the latest version of Adobe Flash player built-in.

I can assure you, Flash debugger is not installed.
