All browser vendors block/disable Flash by default forcing users to enable it.  It's up to the content developer to have proper Flash detection scripts to allow the browser to detect the site needs Flash and prompt the user to unblock/enable Flash.

See https://helpx.adobe.com/flash-player.html for instructions to enable Flash in the various browsers.

This sounds like shoddy customer support.  An end-user is obviously not going to access the site from the admin portal.  They need to attempt to reproduce the behaviour your experiencing using the same operating system and browser you are using, not an Admin environment.
