That translation appears to be incorrect. It should say "You are running Internet Explorer in Windows 10. You do not need to install the Flash Player". Also, it's static text. It says the same thing when I look at it from Mac.

I imagine that you're not trying to fix a problem with our troubleshooting page. If you're seeing the animation, you have a working Flash Player. What's the actual problem that you're trying to solve?
