Installed Flash OVER AND OVER

I am consistently getting a message that I must install Flash, even though I have done so 10X in recent history. What am I doing wrong?

I am running a 2013 MacBook Pro using High Sierra 10.15.5

    I get it a pop-up. Is this malware?

    I also see blue question marks from time to time.

    It might be malware. Or a mistake. Or something you haven't done. EXACTLY where are you visiting when you get it? What is your browser and operating system?
