Installed flash player 10.3.183.5 but won't work

Question

I have an ASUS notebook Model M50VC-AP012C 32bit system running Vista Home Premium and Internet Explorer 9.  I have repeatedly uninstalled and then reinstalled Flash Player and am told that the installation was successful and that I am running the latest version of flash player.  However whenever I wish to open a video clip, Flash Player will not work and nor is it listed among the options under "Open With".  What do I do next?

Can you see the Flash animation at http://www.adobe.com/software/flash/about/ ?

If not, on IE9, Tools, Add-ons, can you see Shockwave Flash Object, and is it enabled?

On IE9, Tools, do you have ActiveX Filtering enabled? (It must be disabled to view Flash content.) See http://forums.adobe.com/thread/867968 for more information on ActiveX Filtering.
