Installing/Enabling Flash Player 11

I am using Windows 7 Svc Pk 1 OS 32x IE v.11, Norton 360. Problem: I have attempted multiple times to install Flash Player 11 (free version) using the Adobe web site presented for that purpose. The program has 3 steps. I am not able to get past step 2. The program does not progress further. I have followed instruction presented to me on Adobe website without success. Frustration? Putting it mildly.

Is there something preventing Flash Player from completion? When I open the Adobe instruction pages and click on an appropriate link, nothing happens, search does not advance. I need detailed instructions on how to install and enable Flash Player 11 for 32x OS.
