Installing Flash Player on Windows 7 64 bit

Question

I can not get it installed Have been trying for weeks I download & save to Desktop. I then restart my computer to be sure nothing is running

It gets to 66% and stops What can I do Have read many suggestions and nothing works PLEASE help me I have IE 11 installed as my browser Thank You Terry
